Bill Frymoyer joined Stewart and Stewart in 2005 as Senior Advisor and Director of Government Relations. Mr. Frymoyer came to the firm with extensive experience in government, having worked for House Democratic Leader Dick Gephardt on Capitol Hill for 12 years. Mr. Frymoyer coordinates a range of policy and political activities at the firm, including formulating and drafting legislative proposals, developing overall legislative strategy, and communicating with and educating Members of Congress, Senators and Capitol Hill staff about the initiatives of interest to our clients. He also has done extensive work raising the profile of client issues with Executive Branch officials. In addition, Mr. Frymoyer develops and implements broader media public relations strategies designed to favorably shape the political environment for our clients.
Issues that Mr. Frymoyer is currently working on for clients include: helping to lead a coalition on the patent reform issue on Capitol Hill and across the country and talking to Capitol Hill on a range of trade issues including China trade, Colombia, and Korea Free trade agreement, the ongoing WTO negotiations. He is also educating the Congress to obtain a series of important energy efficiency tax credits, and working to advance two agricultural issues.
Mr. Frymoyer’s trade policy and political expertise includes: the ongoing Doha Development Round Negotiations at the WTO, the range of regional and bilateral trade agreements, export promotion policy, trade remedy laws, agricultural trade policy, high tech, and services issues. Beyond traditional trade issues, Mr. Frymoyer has worked extensively on manufacturing and competitiveness policy. Mr. Frymoyer is an expert the nexus between trade and worker rights, environmental issues and human rights issues. Foreign investment and intellectual property issues are also areas of interest. Mr. Frymoyer has experience building public and Congressional support for various international institution issues, including: the World Trade Organization (WTO), the International Monetary Fund (IMF), the World Bank, the UN, the International Labor Organization, and the North American Development Bank and other NAFTA-related institutions.
Prior to joining Stewart and Stewart, Mr. Frymoyer worked for House Democratic Leader Richard Gephardt (D-MO) from 1991 to 2003, rising to be his Senior Policy Advisor. In that capacity, Mr. Frymoyer was responsible for international trade and financial issues, as well as agriculture, environmental, energy, and science and technology issues for Leader Gephardt and the House Democratic Caucus. His portfolio also included policy development and implementation, legislative strategy, House Member relations, White House and Administration coordination, media, and interest group outreach.
After leaving Rep. Gephardt’s office, Mr. Frymoyer joined the National Environmental Trust (NET), a national, non-profit environmental organization providing public policy expertise and educational outreach on national environmental issues, as its Director of Public Policy. At NET, Mr. Frymoyer directed NET’s budget and appropriations work as well as led the organization’s Capitol Hill effort on broader water, air, and lands issues.
Earlier in his career, prior to working for Mr. Gephardt, Bill was an Instructor and Senior Outreach Coordinator for the Close Up Foundation, a non-profit and bipartisan national civics education organization.
Mr. Frymoyer received his B.A. in History from Washington University in St. Louis and his M.A. in International Relations from the School of Advanced International Studies (SAIS) of Johns Hopkins University. |
