A graduate of Baylor University and the Baylor School of Law, Gene Moore has practiced law in Texas and New York since 1972, and is an active member of the Texas, New York and American Bar Associations.  Mr. Moore is also an active member of the District of Columbia Bar.

After beginning his career in Dallas as a trial attorney, Mr. Moore moved to Dresser Industries in 1976, initially focusing on litigation management and claims resolution for Dresser’s oilfield service operations.

However, a demonstrated ability to integrate legal and commercial interests into profitable commercial undertakings soon led to active participation in the planning and execution of complex domestic and international projects. These projects included, among others, the sale of all manufacturing equipment and the license of all design and manufacturing technology necessary for a new oilfield drilling bit plant constructed in the then-Soviet Union.

In 1981 Mr. Moore was named a Group General Counsel of Dresser, where he was Chief Counsel for Dresser’s Waukesha Engine Division and for several engineered-product divisions, including the Dresser Pump Division. In this role, Mr. Moore handled the acquisitions and divestitures for the Group’s Divisions, and he also managed the agreements for domestic and international distributors and independent sales (commission) representatives. Mr. Moore’s experience also included the negotiation and establishment of various product and technology development and cross-licensing projects, including the joint development with a Spanish company of a family of new, higher speed gas and diesel engines for use in marine, industrial and oil field services.

In January of 1987 he moved to Corning, New York, to become the Vice President General Counsel and Secretary of Dresser-Rand Company, a designer and manufacturer of centrifugal and reciprocating compressors and steam and gas turbines.

During his twelve-year term as Chief Legal Officer of Dresser-Rand, he personally handled the negotiation and establishment of numerous international joint ventures, joint development and cross-license agreements, alliance agreements, profit and risk sharing agreements, and partnering arrangements.

Mr. Moore also managed and completed several complex international arbitration claims under both the ICC and AAA.

Mr. Moore had responsibility for corporate governance matters, and authored and managed Codes of Conduct, Environmental and Workplace Safety programs, and Workplace Anti-Discrimination and Anti-Harassment Policies and procedures.

Mr. Moore’s international work has included the successful completion of commercial and joint venture projects in many countries, including England, Ireland, France, Canada, Mexico, Australia, South Africa, Germany, Japan, and China.

Since returning to private practice, Mr. Moore has focused on corporate and commercial governance and transactions. In these capacities, he has, among other transactions, represented several non-US buyers in the successful acquisition of businesses located in the US, provided educational programs on current legal issues to businesses, and assisted in establishing legal, commercial and corporate governance systems.  He Currently serves as the General Counsel for the Ruhrpumpen Group of companies, a leading designer, manufacturer and supplier of highly engineered pumps, pump systems, and decoking systems to the oil and gas production, oil refining, chemical manufacturing, and oil pipeline industries worldwide.

From a client services standpoint, a very practical and useful result of Mr. Moore’s work and experience has been the development of the skills and abilities that are needed to assist clients in the training of employees with respect to various legal, commercial, governance and compliance requirements.
