In its 12th Five-Year Plan adopted last year, China designated "new-energy" automobiles and their components as one of the seven "strategic and emerging industries" targeted for dramatic increases in government support. 

U.S. imports of wind energy components grew rapidly in 2011, outpacing the growth in wind power capacity installed.  In 2012, it will be possible to track these imports with more precision – changes to the tariff schedule made effective on January 1 will, for the first time, permit the public to track detailed import data for generators, generator parts, and hubs and blades for wind turbines.

On November 10, 2011, the Working Party on the Accession of the Russian Federation to the World Trade Organization (WTO) approved Russia’s accession package, including the accession protocol, working party report, and market access schedules for goods and services.

WASHINGTON (July 18) – Terence P. In March of this year, China adopted its 12th Five-Year Plan, the blueprint for the nation’s economy through 2015.  The plan identifies high-technology industries as a key engine China’s for growth and industrial transformation in the years to come.

This week, the U.S. Trade Representative announced an important victory: in response to a U.S. challenge at the WTO, China agreed to terminate a subsidy program for its wind turbine manufacturers, which required companies to use domestic over imported components to receive government grants.

China passed its 12th Five-Year Plan for National Economic and Social Development on March 14, 2011, which will guide its overall development in the next five years.

China is the world’s largest agricultural economy, and it is the world’s second largest importer, and fourth-largest exporter, of agricultural goods.  While many of China’s agricultural policies are designed chiefly to meet domestic goals such as food security and the improvement of rural incomes, China’s policies also aim to improve the competitiveness of its agricultural sector by raising productivity, enhancing technological capabilities, and moving its industry up the value chain.

Last week, a comprehensive set of papers was released from the WTO reviewing the status of the ongoing Doha negotiations.  The release was part of a program of intensified negotiations over recent months following G-20 leaders direction to move talks to a conclusion in 2011.

WASHINGTON (Dec. 29) – Terence P. Stewart has been awarded the Order of Merit by the Ukrainian government.  Ukraine’s Ambassador to the United States Oleh Shamshur presented the award at a private ceremony at the Ukrainian Embassy December 28.
